#### AML/CTF Regime

Continue reading FATF's published assessment calendar lists a possible on-site visit for Australia's fifth-round mutual evaluation from November 2026, with a possible plenary discussion in June 2027. This scheduled assessment provides the structural frame against which this cycle's other AML/CTF developments should be read. Australia is not on the FATF grey or black lists; the mutual evaluation will test whether its AML/CTF effectiveness and technical compliance warrant maintaining that status.

Against that backdrop, AUSTRAC's enforcement posture is visibly intensifying. The regulator began issuing infringement notices against Tranche 2 enabler businesses that failed to enrol following the 1 July 2026 expansion of AML/CTF obligations, with penalties of AU$21,840 per day for corporates and AU$4,368 per day for individuals. Reporting indicates roughly ninety percent of initially flagged businesses have since enrolled, suggesting the enforcement sweep is achieving rapid compliance uptake among the newly regulated population.

Star Entertainment's pending AUSTRAC civil penalty proceedings for alleged AML/CTF breaches remain unresolved, awaiting a Federal Court ruling. The company's FY2026 annual result, reported 31 August 2026, showed a loss of approximately AU$307 million, including more than AU$80 million in fines and settlements already incurred. This represents a live test of the practical consequences of AML/CTF non-compliance for a major regulated entity, and its eventual resolution will be a reference point independent of, but temporally proximate to, the FATF assessment window.

Taken as a whole, the enforcement signal (Tranche 2 enrolment crackdown, pending Star Entertainment penalty) points toward a structurally improving supervisory posture ahead of mutual evaluation, though no grey-list-relevant deterioration or structural gap closure was independently confirmed this cycle beyond what is described above.

#### Outlook

The FATF on-site visit, possible from November 2026, and the plenary discussion possible in June 2027, are the defining calendar events for Australia's AML/CTF regime over the coming months. Whether the Federal Court rules on Star Entertainment's civil penalty before or during that window, and the final quantum if it does, will be a visible data point for assessors evaluating enforcement effectiveness against significant regulated entities.
