#### Crypto, Digital Assets, and Financial Innovation

Continue reading Brazil's digital-asset AML architecture tightened this cycle through supervisory rulemaking rather than statute. Banco Central do Brasil rules effective 1 October 2026 extend reporting obligations under the VASP framework established by Resolutions 519 through 521: virtual-asset service providers must now report to COAF any transfer of US$10,000 or more to or from self-custodied, unhosted wallets. From the same date, banks are barred from servicing crypto firms that have not obtained BCB authorisation. This supervisory build-out sits directly alongside a dated transitional deadline already in motion: incumbent providers offering virtual-asset services before the regime's cutoff date must have filed an authorisation request with the BCB by 30 October 2026 in order to continue operating pending review. Firms that miss that deadline face loss of banking access as an enforcement consequence of the reporting and authorisation architecture working in tandem, rather than through a separate penalty mechanism.

A second, lower-materiality development touches the same digital-asset space from the securities-market side. Resolução CVM nº 249/2026, dated 14 October 2026, creates a DLT tokenisation pilot sandbox. This is best read as a securities-market structural development with AML-adjacent relevance for tokenised-securities rails rather than a direct extension of the AML reporting perimeter; the evidentiary basis for this claim is thin, drawing on a cross-referenced register row rather than a dedicated primary source, and the confidence on this particular point is correspondingly lower than for the self-custody reporting rule.

Read together, these developments describe an enforcement architecture built on supervisory rulemaking under an existing statutory VASP framework, closing exposure at the edges, self-custody transfers and incumbent authorisation, rather than through a wholesale new AML statute targeting the sector.

#### Outlook

The near-term calendar is dated and concrete. The VASP incumbent authorisation deadline of 30 October 2026 is the immediate event to watch: firms that have not filed by that date lose access to banking relationships with BCB-regulated institutions. The self-custody wallet reporting rule, already in force since 1 October 2026, will generate its first reporting cycles under COAF in the weeks following. No further legislative change specific to crypto AML exposure is confirmed as pending beyond the broader PL 2901/2026 fintech framework bill, which remains at early committee stage and covers payment companies and crypto-asset operators without being crypto-specific.
