#### AML/CTF Regime

Continue reading Gibraltar's standing AML/CTF regime rests on the Proceeds of Crime Act, as amended, the Sanctions Act 2019, the Terrorism Act 2018, and the Crimes Act 2011. The Gibraltar Financial Services Commission supervises obliged entities across the financial sector, and the Gibraltar Financial Intelligence Unit is the designated recipient of suspicious activity and transaction reports. This architecture is autonomous of the EU's AML Regulation, sixth Anti-Money Laundering Directive, and the Anti-Money Laundering Authority, none of which have binding legislative effect in Gibraltar, which sits outside the EU and EEA. Instead, Gibraltar is assessed on its own FATF-style compliance track by MONEYVAL, the Council of Europe's mutual-evaluation body, which periodically reviews the jurisdiction's implementation of the FATF's 40 Recommendations.

As at the most recent MONEYVAL follow-up report, published 9 October 2026, Gibraltar holds 23 Compliant and 17 Largely Compliant ratings across the 40 Recommendations, with FATF Recommendation 36 specifically re-rated from Partially Compliant to Largely Compliant, closing Gibraltar's enhanced follow-up procedure under the fifth MONEYVAL evaluation round. Gibraltar's next assessment milestones under this standalone track are a technical-compliance submission due March 2027, an onsite evaluation visit in October 2027, and a plenary discussion in May 2028.

The practical shape of this regime for an obliged entity operating in or through Gibraltar is therefore one of a nationally supervised, FATF-aligned framework assessed independently of the EU's harmonised architecture, with GFSC as the primary supervisor and GFIU as the reporting authority, and with MONEYVAL's periodic mutual evaluation serving as the external benchmark of the regime's effectiveness.

#### Outlook

Gibraltar's compliance trajectory under this framework is currently improving, as reflected in the FATF Recommendation 36 re-rating. The jurisdiction's next formal checkpoint is the technical-compliance submission due in March 2027, followed by the onsite visit in October 2027 and the plenary discussion in May 2028, which will together determine whether the current improving trajectory is sustained across the full 40-Recommendation framework.
