#### Crypto / Digital Assets / Financial Innovation

Continue reading Italy's MiCA crypto-asset service provider authorisation pipeline continues to operate following the end of the OAM/VASP transitional regime on 30 June 2026. CONSOB, after hearing Banca d'Italia as required under the authorisation procedure, granted YouHodler Italy S.r.l. authorisation as a crypto-asset service provider by delibera n.24156 of 8 October 2026, announced 13 October 2026. The authorisation covers custody and administration of crypto-assets on behalf of clients, exchange of crypto-assets for funds and for other crypto-assets, execution of orders, and transfer services — a broad-scope grant. This is reported as the ninth such CASP authorisation since the transitional regime's end, indicating a functioning, if gradual, authorisation pipeline rather than a bottleneck. The finding itself rests on secondary company and business-wire reporting; CONSOB's own public register of authorised entities was not independently queried this cycle, which is a gap worth closing in the next reporting window given the materiality of a full CASP licence grant.

A second, distinct development concerns the European Securities and Markets Authority's supervisory stance on non-compliant stablecoins, relayed through CONSOB to Italian market participants between 16 and 18 October 2026. The direction instructs crypto-asset service providers to cease acquiring new positions in stablecoins that do not meet MiCA's e-money-token or asset-referenced-token compliance standards, and to wind down any residual non-compliant holdings within a three-month window. This is a meaningful operational constraint if it carries binding force, but the instrument type behind it — a formal circular, an informal supervisory communication, or simply the relay of an ESMA-level opinion without independent Italian legal force — was not established this cycle. CASPs operating in Italy should not assume binding force until that question is resolved, though the direction of travel is unambiguous: Italian and EU supervisors are converging on active enforcement of MiCA's stablecoin compliance perimeter rather than tolerating a prolonged transition period for legacy holdings.

Taken together, these two developments describe an Italian digital-asset regulatory architecture that is simultaneously expanding its authorised-provider base and tightening its tolerance for non-compliant products within that base — an expected and coherent pattern for a jurisdiction roughly four months past the end of its MiCA transitional period, rather than a contradiction between permissive and restrictive signals.

#### Outlook

The most consequential open question is whether CONSOB's own register confirms the YouHodler authorisation on the terms reported, and whether the ESMA-relayed stablecoin wind-down direction is subsequently published as, or confirmed to already exist as, a binding supervisory instrument under Italian law. Watch also for whether further CASP authorisations continue at a similar pace, which would indicate the transitional-regime backlog has been substantially cleared, or whether the pace slows, which would suggest remaining applicants face more complex authorisation requirements. The three-month wind-down clock on non-compliant stablecoin positions, if it is confirmed as binding, would run to approximately mid-January 2027 from the point of the October 2026 direction, a date worth tracking explicitly in the next cycle.
