#### Crypto, Digital Assets, and Financial Innovation

Continue reading The UK's 8 October 2026 sanctions round designated the crypto exchange platform Cryptomus, operating as Heleket, and the payment platform Prime-Top, as part of a 26-designation, 12-specification package under the Russia sanctions regime. Read through a digital-asset lens, this is a direct regulatory statement that crypto-exchange infrastructure is being treated as a sanctions-evasion vector in its own right, not merely as a venue where a sanctioned person might incidentally transact. For any UK-regulated or UK-reachable crypto-asset operator, this designation round sits alongside the UK Sanctions List, now the sole authoritative designation record following the OFSI Consolidated List's retirement on 28 January 2026, as the operative screening reference.

This development occurs against the backdrop of the UK's own cryptoasset regulated-activities regime, which is enacted but not yet in force: the FSMA Cryptoasset Regulations create new regulated activities effective 25 October 2027, with the FCA's authorisation application gateway open since 30 September 2026. A firm moving through that gateway toward UK authorisation will, once authorised, carry continuous sanctions-screening obligations against the UK Sanctions List as a standing feature of its UK compliance programme, including screening for newly designated platforms such as Cryptomus/Heleket. The sanctions designation and the licensing-perimeter regime are separate instruments addressing separate risks, but a firm's crypto-asset exposure engages both simultaneously.

No further UK-specific crypto-sanctions designation activity beyond the 8 October round was located in open sources this cycle, and the October 2026 FATF plenary outcome, which could bear on virtual-asset-service-provider standards globally, had not yet been located as at this cycle's research.

#### Outlook

Watch for further crypto/payment-platform designations in subsequent UK sanctions rounds, and for confirmation of the October 2026 FATF plenary outcome under the UK's own FATF presidency, which named fraud and risk-based supervision as priorities from 1 July 2026.
